Once the specifics of the usage are determined, an overall room shape, orientation, and interior surface shaping can be developed.  Theater, choral, instrumental, and speech usages have different reverberation needs and it is best to design those elements that affect reverberation and noise control early.  Low background noise levels are also easiest to incorporate when addressed early in the design process, especially the noise due to the mechanical equipment serving the performing arts space.
